The base set includes 173 cards across 14 different subsets. These include Behind The Curtain, Champion v. Champion, Enter The Warzone, Greatest Gimmicks, In Your House, Mercurial Talents, Moments in History, Pioneers, Stables, Superstars, Tag Team Dual, The Competition, Triple Threat and Undisputed Champions.

Many designs lean into the look and feel of the 1990s. Greatest Gimmicks, for example, features a computer-themed retro style. The Superstars subset highlights seven WWE legends in illustrated form, fitting perfectly with the nostalgic theme of the release.
